Install Russian language. Win + R ->> run: lpksetup
The window in it to click "Install / Uninstall languages". Next "Install display languages", "Browse computer or network" and specify a file path.
After installing the LP choose Russian language from the list, tick "Apply display language to welcome screen and system accounts" and reboot.
